What are the rules on placing tie-off points in the lake. Like in a cove somewhere.

Nearby property owners may not like for you to do that but there are no rules concerning placement in a cove. It would be a good idea to keep it far enough away from a channel.

Keep in mind that you will want a minimum rode (chain and rope) of seven times the depth of the water at the point that the anchor will be placed. Ten times the depth would be much wiser but that depends, mainly, on the number/weight of the boats that may be tethered together on the tie-off. A mushroom anchor with a four foot base will have much greater holding power, due to the suction that will be created, than other anchor devices.

Are you talking about permanent tie off lines? One of my neighbors was telling me about a man who tied his boat up in a slough and left it for the winter. He did not own property there. The homeowners got so tired of it that they put corn on the boat to feed the Canada Geese. Not sure if this is a true story but it sure was funny after a couple of beers.
