IMO this has been a long time in coming and Obama took imperial powers to a whole new level and got away with it because of false claims of racism anytime his policies were opposed. Trump didn't help matters much with all the EO's but between the phony impeachments, the pandemic and divided government he really had few options. The problem is two fold and all rest on Congress. For the last 30 years they have gradually ceded their responsibility to the executive branch, the judiciary and administrative state. They don't want to go on record for anything so they can't be blamed for the outcome. Hence, they spend more time investigating/raising money/running for the next election and little time legislating. Of course, from my point of view that is a benefit when Democrats control the House and Senate but where you stand on that depends on your political views.
So Biden does all these things and the next GOP President undoes them....then the next Dem POTUS reinstates...rinse and repeat. This is no way to operate a government and all it does is create confusion, uneasiness and unrest with the American people and businesses.
