Not sure if that's a factor but holding Hartwell 7-8 ft under full pool for flood control doesn't make much sense. The dam can take 5 ft over full pool anyway (see past levels). I think its for power, but I have emailed my Anderson State rep for an explanation.  Holding the lake down 7-8 ft in a non drought condition also damages the shoreline with erosion, creates silt (not good for our water) and makes rif-raff investments totally ineffective. The USACE needs to provide some answers!
