It does both. Even with a moisture barrier on the crawl space floor, some moisture seeps in and then rises through the house. By running a dehumidifier in the crawl space, the humidly in the house is also greatly reduced (crawl space should be sealed up, not vented). In most cases, excessive moisture problems are caused from moisture seeping in from the ground or below grade walls. If proper precautions are used when building, much of this can be alleviated but most builders don't take the extra time and cost to make sure it's done correctly. Even when things are done right, a high quality dehumidifier on the lower level will assist the AC system and hold moisture in check when AC isn't needed.
