I agree with that.  However, let me tell you why that won't happen:

1.  Phyically relocating people is expensive to the government.  it's covered under the Joint Travel Regulation and there is not much that is negotiable.  If people won't move they have to be bought out and that gets expensive to.  

2.  One of the arguments that is always used is that they need to be in the beltway to attend meetings.  I would think that with the technology that would go away.

3.  Political appointees and the WH don't like to be away from each other.  

4.  The government would have to find office space rental or build new buildings.  I'm sure that thre are special electronic security standards that have to be met.  As I was leaving DC years ago, they were just finishing up a new building in Northern VA for the FBI.  Not technically in the beltway, but close enough.  

But I agree, the best thing to do would split the FBI, and clean house.  They could also put more career civil servants to charge of things and reduce the overall number of political appointees.  More often than not, it is the political appointees that are bringing politicals into it.  They owe their position to the WH so that's where they loyalty will be.
