What is the TVA's logic rationale for the annual reduction of Wheeler Lake water level starting on/about Labor Day. 

It can't be for reducing potential for flooding due to unexpected heavy winter/spring rains:  the Wheeler Dam broken lock experiece demonstrated the lake can be lowered to almost original river levels within 24-48  hours.

It can't be for river weed control:  Guntersiville Lake is a demonstation of the failure of this as an effective weed control mechanism.

So what is a logical rationale that makes sense to the general public who, ulimately, are the owners of TVA?
