Striper eggs need to be suspended in current until they hatch, usually in 2-3 days. Apparently, the river above Martin cannot provide those conditions. White bass, on the other hand, have much less specific spawning needs. Their eggs don't need to be suspended, so any creek with a regular flow, or even points where the wind creates current, will do for them. I have caught white bass in the very backs of some really small creeks with hardly any flow, so as long as the eggs don't get buried in silt, at least a few will spawn in creeks you can jump over.
