Does anyone know who to contact in Lincoln County about the unsanitary conditions at Cherokee boat landing fish cleaning station? My understanding is the Corp turn this area over to Lincoln County.

Lincoln County has taken over the Cherokee Park, so you need to contact their wildlife management folks. Also, you need to have a Lincoln County parking tag/ticket to park their too, the Corps tags are no longer good there, nor anywhere else Lincoln County took over at.
