As I understand the chip process, the owner must subscribe ( yep, money) to a chip registration system that has records on file of the owner's contact info in case the animal is found.
Mandatory chips at adoption/purchase would work OK if the owner keeps up the chip subscription. If not, well???

Better yet have them neutered or spayed unless the owner is a registered breeder.

I have both of my dogs chipped, and more importantly wearing collars with tags. One of the tags provides my name, phone number and directions to my home.

My chip provider only required a one time fee. This may of changed.

With the bad economic times, we will see more and more pets dumped. They are often dumped in nicer areas like the Lake by pi$$ poor owners hoping the animal will find a good home.

The system is already set up for the rabies process why not require the chip then? No chip no tag. Write one check. I'll bet the county can get a big discount for the chip that you could pass along to the owner.

Plus there at least are penalties now for failure to get the rabies vacination. Once the dog has the chip you can find the owner and enforce the rest can't you?

The costs to the county and local governments for all these dogs running around has to be big. If they had a chip couldn't you issue a ticket to the owner?

FEB has a great tag. NEVER include the dog's name as it makes it too easy if someone is trying to steal your dog.

If people would only use a collar with their rabies tag you could easily locate the owner by calling the vet with the rabies tag number. I have been able to return 2 dogs with calls to the vet.

People who have dogs without a collar and ID don't deserve the dog back if it runs off. House dogs do get out.

I think this is a great idea. I imagine a lot of people would protest this as too much government involvement. It would be a problem for those who normally just dump an animals that they don't want anymore, which is a good thing.

I'd also like to see a law that requires people to spay and neuter unless they are a registered breeder. I'm shocked by the number of uncastrated male dogs I see around, all of them running loose. Makes me very glad my girl is spayed.

the problem as I see it is there are no consequences for not keeping up your animals. A chip would link the dog with the owner.

The objective is to reduce the number of strays. That's the problem I keep seeing in my neighborhood and hearing on this forum.

Far as I have known and experienced, county does not go out after strays. If you catch one and tie it up, they will come get it. So they have told me. I've never done that. I have taken animals to Auburn for adoption, or find someone to adopt myself.

I can certainly appreciate your feelings. You see, there is something I've been needing to talk to you about. Being that I am a CAT and all, I really get abused around my house and shop. The lady of the house makes me sleep outside in the cold and rain on occassion. Sometimes I have to fend for myself because noone cooks me supper. On some nights, when it is cold, I sleep under the car hood, and when the lady of the house comes out and cranks the car, the fan knocks the chit out of the back of my head. It hurts for days. Ya think you might come do something about my well being? I mean, really, I am tired of getting abused. Is there any help for me? I danm sure don't want Pontoon Fisher to cap me with his .22. Help me Hound? Is there any help?

Well, it sounds like you are the Cat I keep telling my animals about when I impress upon them what a good life they have.

Perhaps Mrs. Cat would be kinder if you used the litter box more diligently, didn't stick your nose up at the best catfood, and stopped jumping up on the kitchen counter. Headbutts and purrs go a long way to gaining indoor access too.

Dead serious!!! I would have no hesitation shooting if a dog entered my property and I felt it was a danger to my family. I have had one of my children (when he was 2) injured by a dog bite and I will not go through that experience again. And yes one bad apple does spoil the whole bunch.

The majority of strays I see at the lake are friendly muts that were cast off by negligent owners. In that respect, I'm with Hound, in that they are not deserving of a 22 bullet in the head. Yes Hound, I do have a sensitive side. If it is an agressive breed that threatens my family then, by all means, shoot it but, I don't think that is what Hound was talking about.

If a family member, or anyone else for that matter, is in danger that is one thing but very few dogs are a threat. Some are, most are not. You started your comments with "A .22 to the head can cure problems with strays real quick. Just a thought..... " Just make damn sure you know what you are doing when you decide to do it. My dogs are my children. Dead Serious!!!! I would not hesitate to rip your heart out and puke in your chest cavity if you shot my dog. I guess it is a good thing your child didn't get injured by another kid. You'd probably want to shoot all of the kids in the neighborhood. You know "bad apple".

I'm not talking about a wild dog that is threatening, although, I'd be inclined to try to run it off with a stick rather than shoot it.

Stray dogs are the result of negligent owners. It's not the dog's fault, it's people that don't understand that an animal is a responsibility, not something you can just throw away when it becomes inconvenient.

I know that some people have had to give up their animals due to a bad economy, and that is unfortunate. The shelters are overrun, but they will help a person find a place to surrender their animals.

Lamont, I know you and I share a love of animals. I think we've talked before about the Elmore County Humane. As far as I'm concerned, no matter how much we disagree about politics, you're still an okay guy in my book.

Our dog is our child as well - and because we care about her, we teach her. We also watch her as if she was an infant as times, and as if she was a pre-teen the rest of the time. Like you, if someone harms Maizy, there will be a race between my wife and I to counter. While I could not do as suggested by Pontoonfisher, I hate seeing the malnourished dogs who appear to be strays, and know that the wife will eventually win the "pull over and pick it up" request.

I'm with you summer lover. I believe that the owners are responsible for their pets and should be held accountable. I do not tolerate a dog that disturbs my neighbors but I also no that once in a while a dog will get away. (some because of a storm that frightens them.) I have found my dogs collar in the yard where some of the other dogs got to grab assing and pull it off. (all of my dogs are chipped by the way and there is no subscription charge) I also train my dogs to the boundries and I cannot coax them across the boundry BUT that doesn't mean tha someday it couldn't happen and if someone shot the dog then they would not be home for dinner. Swimming lessons from 200 miles offshore would be in order.
