shocking boat houses

we just wired our new boat house. after swimming and getting out of the water we noticed a tingel when using the aluminum ladder. the problem was solved. if you have an electrical box fastened to the boat house, place a piece of treated wood between the box and the boat house.even if it is grounded this is a safety precaution.

You have a ground fault. I'll bet that there is a poor connection underground going to your boat house leaking current into the ground and showing up as a potential difference with your neutral.
Make sure that any underground splices are waterproof.
Now there are some oddball causes like a short in an electric water heater or a neighbor's ground fault but not likely.
