Hey Cat!
Just purchased a used 2003 Yamaha FX140 waverunner with 170 hours. Max speed is 37 mph and 7500 rpm in water so I replaced NGK spark plugs, but still same problem. RPM will hit 10000 sitting on the trailer, but I will only run it for a few seconds. Engine runs smooth at idle and while accelerating---just poor top end performance. Any ideas on where to go from here in troubleshooting?

Is that off the speedo or a gps? Speedo may be wrong or clogged. If your getting that kind of RPM and the speedometer is correct, you may have a damage impeller or something restricting water flow in the intake.

I have very limited experience with Yamaha FX140 PWC. I'll take a shot at the question though. Your 7500 rpm sounds just fine, however that would yield a lot more speed than 37mph. I have scene this problem once before. Impeller clearances were perfect and everything about the pump looked fine. However, it had excessive cavitation and pump slip. There is a seal kit available for the pump unit and ride plates. It required a little bit of time to install, but afterwards the FX ran great. Best I remember, it ran around 70????? I don't remember what top end was before we made the repairs, but it was not good. I just saw that customer the other day, and remember his name. I will look in his file and get my research notes and read through them. If you want, you can call me later today. I am at Lake Martin Shop. 256-825-3388. I will share that information with you.
Respectfully, Steve

Does it have a reverse? If so, is it part way in neutral? Talk to the previous owner about why he sold it.

If it's not a bad speedo, I agree with Steve that this could be the problem. I had something similar on one of mine a few years back, but you could hear the cavitation taking place. Houseboat also makes a good point of something to check. What ever it is, I'm sure Steve can figure it out.

You may want to try taking the PWC off the trailer when you put it in the water - having that thing underneath when you are trying to ride will slow you down.
