I have long been a proponent of disbanding this priviledged vacation agency--do they really think any rogue leader is influenced by a "letter of rebuke/ condemnation ' ???

You have a point.  He hasn't paid a bit of attention to any of the other sanctions.  I guess the only positive thing out of the UN, is to hopefully get other countries behind our position.  But the UN does not have any authority and they can not issue anything with any kind of teeth in it.
