Saw a marine patrol with blue lights flashing "pull over" a Kayaker today. He was near shore and no other boats were around. Since I love my kayak I am wondering what might be the cause? I want to be in compliance.

Is a Kayak pilot required to be wearing a lifejacket and whistle? I don't remember that section of the exam.
No bikini, I would have mentioned that fact.

I think the life jacket only pertains to watercraft. Although it might make sense for paddlers too. It may be annoying, but if it saves your life it is probably worth the annoyance.

Paddle boarders do need a life jacket. I know someone that has gotten a ticket for being on a paddle board without a life jacket.

Life jacket must be on vessel. Must wear if under 8. Whistle if kayak at least 16 ft and are out at night or inclement weather. If storm comes up a whistle will come in handy to get someones attention. Just attach it to life jacket.
When I lived in Jersey used to fish a deep reservoir and peridically would read of a drwoning. Spoke to Fish and Game and they told me guys would go out fishing in a small boat with beer, drink too much, stand up to pee, fall out, water was cold, and drown. Evidence was obvious they were peeing.
