This is just a handful of people and do not represent the vast majority of the workforce.  Every organization has at least one person who tries to exact revenge against their bosses.  In my organization, we had two.  One had gained "whistleblower status" and the other was just a miserable person who felt big when he leaked something.  Both were men, and both had revenege against the original Director of the organization.  These are small minded people who need to feel like they are "striking a blow", but in truth, it's a big government and once people figure who they are, they rarely get to work on anything sensitive.

A guy goes to the pentagon to apply for a job The interviewer asked him "are you allergic to anything?" He replies "Yes, caffeine. I can't drink coffee."

"Ok, have you ever been in the military service?" "Yes" he says, "I was in Iraq for one tour." The interviewer says, "That will give you 5 extra points toward employment."

Then he asked "Are you disabled in any way?" The guy says, "Yes, a bomb exploded near me and I lost both balls”

The interviewer grimaces and then says, "Okay, You've got enough points for me to hire you right now. Our normal hours are from 8 am to 4 pm. You can start tomorrow at 10 am and plan on starting at 10 am every day."

The guy is puzzled and asked, "If the work hours are from 8 am to 4 pm, why don't you want me here until 10 am?"

"This is a government job", the interviewer says, "For the first two hours, we just stand around drinking coffee and scratching our balls. No point in you coming in for that."

When people get all excited about bringing down the govenment or even making major changes to the government, I ask them if they have ever tried to turn an air craft carrier around.  You don't just whip that baby around, so I tell them good luck.

Because once they identify as "whistleblowers" nothing can be done that would appear to be revenge against them.  Because there are members of Congress that would defend them and reinstate them.  One good thing about one of our Whistleblowers.  We were subject to random drug tests, and when you do the test, you have to strictly follow the steps. Well our Whistleblower decided he wasn't going to be told what to do and threw his urine at the testing agent.  He got fired for that.
