Make sure all water is draining properly away from the house.  Reroute downspouts or extend them to get the water away from the foundation.  Regrade any areas that are not properly draining. That is your cheapest solution.

If the issue is still there you can have an interior drain system installed and waterproof the inside.  Not a big deal if the basement is unfinished but it can get start to get pricey if the basement is finished.

The best way to fix it is the most expensive.  Waterproof the outside and install a french drain at the base of the foundation.  This will require digging out around the foundation.  This can cost tens of thousands of dollars to have done.  If I had the issue I would just rent a small excavator from Home dDpot and do it myself.  It's not complicated, just alot of work.

If you have gutters .... make sure they are cleaned out along with downspouts. I had that problem prior.

If you would post a few pics it might be easier to give you some ideas. Pontoonfisher is spot on with his recommendations but digging next to your house with a mini-ex is easier said than done. If you have to dig down the full depth of a basement you would probably need an extended boom on it.
