I think all of those are really good observations.  Worst of all are those steps beside the trees that lead down into the water.  If indeed the trees draw the fish in, they may be harmful to the docks and bumpers.

You need underwater lights on the Christmas trees as a fish attractor. Also, underwater tinsel left on will look like bait fish. A gift or two left under a tree might help. Now tell us where the dock is located so we can test it for you.

The reason they are not biting is because I am not fishing there.  Put enough water under there to wet a fin, and I'll catch something.
