My concrete garage floor gets covered with heavy moisture when the humidity is high and the temperature is on the cool/cold side. Apparently there was no vapor barrier like "visqueen" put down when the concrete was poured. I am not talking about just a little mositure but a substantial amount collects on the floor.

1st step would be figure out if the water is condensing or coming up through the floor.
I had one similar that was condensing, solved with a fan to stir the air in the garage.
