I am going with the former but I am still waiting to hear how many times he said he didn't recall significant, essential information about the phony, illegal FISA warrant process.  There are only two explanations.  He was an abject idiot that should have never held the position of janitor, let alone head of the FBI or he repeatedly lied about not recalling things to avoid being hit with perjury charges.  Apparently he chose to come off as an incompetent fool over more legal jeopardy.
