They do have a large sign that says masks are required.  You can sue anyone for anything, but it's no different than stores that say "no shoes, no shirt, no service".   He'll be doing a lot of suing if he wants to go in any stores around the area - they all require masks.  I'm sorry, but when I hear stories like this, I just think "neanderthal".
