Trying at all to have any semblance of a scientific discussion with you is hopeless, as your academic foundation is far removed from healthcare science.  Your blame of the resurgence of COVID on governmental leadership is laughable, and if you choose to continually assess blame, by all means include Dem Governors, Mayors who have not been the model of informed leadership either.

Simplistically for you: current population immunity is weak. The virus is having no problem in finding suitable hosts. 

Individual behaviour will limit spread, again and again and again- maintain distances away from strangers, masks if you cannot, (even though the benefit is sceptical with microdroplet spread), wash or disinfect hands as many times per day as you can. These waves, as I have mentioned earlier, will be ongoing.  You thought at one time that Australia was doing a good job, now look at Victoria Territory.  Europe will see a resurgence.
