When one finds himself in crisis, the priorities are:  

1.    assess the situation

2.    define the mission (AKA "the fix")

3.    define steps to accomplish the mission

4.    determine what outside support you require

5.    assign responsibility and lines of communication

6.    EXECUTE THE MISSION

Notice the conspicuous absence of “fix blame.”  That is best left to the pompous and their lawyers.

BP is all about 1 through 6 above.

The affected states are all about mitigating damage to their already damaged economies.

Obama and Congress are all about blame.
