He has been interviewed by both the police and the media. He feels terrible but he followed the law and the kid bought them legally and passed the background check. So that's the wrong question. The better question is why did he pass the background check given his history? Why was he not involuntarily committed to be treated for mental illness? The answer to the last question is the ACLU.
