"OK - pretty sure that Alabama does not send out checks anymore.  Most "welfare" is handled through a debit card ( EBT ) vs here have a check you can deposit in your account and go by your right to vote, smokes and liquor.  

If Alabama handles MOST welfare with an EBT card, how does it handle the rest of welfare paymets? EBT is used for FOOD. Cash to live on is paid by check. That will enable the poor to pay for their poll tax after they cash their welfare check.
