Subject:   minimum water level at dam?

We know from history the lake can go down 50', but is that the limit? I mean, at what level are the lowest floodgates on the dam? Are they at the bottom so the lake could literally go empty, or are they at some higher level, so if the plug is left open we stabilize at 50' or whatever? I know it is a useless fact, but I'm still curious..
