It is helpful… to the political party in charge… for the people to “feel” the pressure of war. They become more docile. They are more willing to suffer shortages. They will accede to demands from the government that they would not normally accept in times of peace. A government official need only announce that “we are at war”, and suddenly citizens become more pliable.

It is especially useful if the party in power suspects that they might be losing their grip on the people.

This technique needs to be applied gradually. First introduce the concept. Then incrementally add the emotional spices and flavors. At the right time, slam down the gauntlet and… viola… the ducks are lined up… the sheep are packed tight… and the government is in charge. (Yes, I am guilty of mixed metaphor… intentionally so.)

HOWEVER: This only works when speech and thought are well regulated. Ah... but, some old white men knew that about 250 years ago.
