Well, the Generals are expected to encourage buildng military to military relationship, which includes counterpart visits. Depending on the assignment, they sometimes get exposure to other foreign military in classes (like at the Air War College and other military training facilities) And in planning joint excercises. This is with our allies, not our enemies. So it would be extremely rare for them to be meeting with Russians or Chinese, etc. Those kind of private meetings just don't happen. It's all very structured.
Too cozy for me would be private meetings without staff involved. No specific agenda or goals involved. I personally think that a lot of these generals get out of their depth. Their lives are very structured when they are in the military. People hand them a schedule every day, arrange all of their travel and contacts and pave the way for them, and hand them their briefcases at night. They don't even run their own errands. They are surrounded by the military community from the time that they are lieutenants. That's why Mattis and Kelly and others have not kept their job with Trump - they are used to a much more structured environment.
I have nothing against Flynn. I think he was in over his head.
