That I cannot tell you but suppose there are many reasons.  Most, when told they are at the wrong precinct do leave and either do not vote or go to the proper place.  As for those who vote provisional many simply did not receive or forgot they had received notification of a change in precinct, some have moved and did not know they should now go to another voting place, some do not have proper ID on their person, some are simply stupid and don't know where they are supposed to be.  Whatever, provisional ballots are available in all 50 states whether they are run by Democrats or Republicans...you know the "law of the land".  Assuming the provisional voter shows up after the vote (less than half do) to prove he or she is a legal voter and produce ID then their vote must be counted.  That is exactly what is going on not just in GA and FL but most states right now...it's only something that partisans on either side seem to have a problem with when the provisional ballots could make a difference!
