I’ve heard Marine Police say 25’ from outer edge of dock, boathouse, or floater is approved.  If a boat or motor is damaged by buoy, that simply tells driver to stay away.  Want to keep ‘em away...use stainless cable and concrete block filled with concrete to anchor float....violator will still be there when you get home, wake up, etc.
