I'm glad you didn't strain your brain, because either he didn't actually say it, he did say it but there is no way to verify it as untrue, he did say it and it in fact is true, or it was a policy statement that was negated or changed by later information.  Obama himself never said the Bengazi tragedy was due to a video. Susan Rice said it based on the CIA's initial findings that were to be made public (remember W's WMD in Iraq...was he lying?...goose / gander etc!).

Repeating a false claim does not make it any less false.
