If I am going to hire a sub-contractor I would much rather pay a reasonable consultation/estimate fee than have my cost include paying for the contractors time that someone else used to get an estimate when they did not use the service.

It forces me to do my due diligence. 

That is one good thing that this forum can help with when people just give an assesment of a business based on actual experience.  Not a political rant, just a honest assesment.
