If that were the case - we should just ban liquor. I forgot - tried that once. I do not think you will see any change in the numbers on the roads or waters, I doubt that the power drinkers would be willing to spend more money to get wasted - they will just continue to drink more. I would also imagine that the people who choose to drink the "new" beers are doing so for taste, not alcohol content. Crystal ball says small benefits to the economy, no change in the idiot factor.
