The military needs to go get this guy and employ him as a sniper.  8 of 10 from 40 in an extremely volatile and fast moving situation is almost unheard of.  I suspect 40 yards might be a bit generous, but frankly even at 25 yards getting 8 of 10 on target is quite impressive, especialy with a handgun.

And the anti-gunners are objecting to the term "Good Samaritan".  I'd be willing to bet those in the vicinity of the shooting who were not harmed would disagree and gladly agree with his being referred to as a Good Samaritan.
