I disagree. The reason that more people aren't insured under the ACA is because of Conservative resistance to the concept. For instance, Alabama refused to expand Medicaid... as did several other states, leaving large gaps in coverage across the country. And Conservatives in Congress made literally scores of attempts to defund & cripple the ACA rather than finding ways to expand the efforts to get healthcare to people who needed it. I dont' know how you could say otherwise.
Another reason the ACA falls short, IMO, is that we should have created a single-payer system for health care... a sort of Medicare-for-all. Leaving the insurance corporations in play with their profit motives driving their business practices will always bend the system away from what is good national healthcare policy. Healthcare should not be a profit-driven industry, but the fact that conservative opinion promoting those corporations shaped that part of the ACA. That, I hope, will change one day.
I'm am saying that Big Pharma benefits from R&D advances in govt research, then takes those findings and converts them into profit drivers for their business...as well as doing their own R&D. And if there really was good negotiation between the government and Big Pharma, then Medicare would be allowed to negotiate for lower drug prices, and we would not be seeing so many examples of life-saving drugs being inflated to exorbidant levels.
