I have a small bouy about 15-20 feet off my pier.  I used a 5-gallon bucket filled with concrete with an eye bolt and rope to anchor it.  Works like a charm and it does keep people away from our dock which is good because we are up a slough and its not all that wide.  I'm with you that no one should come within 25 feet of a dock unless they are stopping there.  These bouys really help.
