A good question witha complicated answer. The truth is between the 510-488 APC has leeway with FERC on where they can maintain the water level. However, above the 510 they have no leeway. There is a manual that the Army Corps wrote back in 1965 that dictates what they must do above the 510. Above the 510 is considered flood stage and depending on the downstream gage at Cordova, Al , Smith Lake must either hold water to keep downstream from flooding or release water toget below flood stage. I will be happy top send you a link where the technical definition explains all the above in a more detailed manner if you like.
