While racism exists independent of political parties, it is a fact that the Republican party has intentionally sought the support of the racist element in our society since at least 1968. See the quote from Lee Atwater in the OP. Better yet, listen to the linked clip from the interview. Even better, listen to or read a transcript of the full interview. There is no doubt that Atwater was accurately describing the party's strategy; he was in charge of formulating it at the time. He was responsible for the "welfare queen" phrase that Reagan used in his campaign and for the Willie Horton commercials and ads that Poppy Bush's campaign ran.
