Geez Goofy.  You really are out of touch. I started the company when I was 39 years old. I started working when I was 14. So for 25 years I actually had a boss. And for 11 of those years when I was in consulting I had to submit a time sheet to said boss.  And even when I had my own company I still had to submit a time sheet and someone else had to approve it, as required by several of our large company clients. And when I sold the company my time sheet was once again reviewed by my supervisor. 

As for reading each email, you obviously missed the original point of this exercise.  To see who on the payroll is even reading emails or maybe even exists. An easy task for AI to determine if a response was received. And now they are being asked to copy their supervisor which adds another layer of accountability to the process.
