But who would be behind this "corruption". Who benefitted by the law?
As a former policy wonk in the federal government, we can debate whether there are too many laws and regulations. I've seen legislation proposed on things that truly needed restriction and I've seen legislation that was merely a knee jerk reaction to one thing that happened or even the fear of something happening.
Obviously, I don't know why the law only is applied to three lakes - perhaps they were the only ones with the perceived problem? I know at the time just before and just after I moved to the lake, this was a big issue. I believe there was even at least one law suit about it.
