I know it happens in the military: "Friendly Fire"
Part of being a CC holder and being willing to defend against an active shooter is taking the risk of "going toward the sound of gunfire." You expose yourself to the high possibility that YOU will be killed or wounded. Even though less likely… that could be the result of friendly fire.
I have been shot at. I have deployed my weapon (Iraq - but didn't fire because there was no visible target). I know about adrenalin. I know how hard it is to keep focus. But purpose of sufficient training is to gain confidence in yourself and your abilities... and to have muscle memory so that your body knows what to do... and what NOT to do.
The police have time to appreciate what they are about to do. Even though their plan cannot possibly survive the reality of the encounter, they have time to mentally prepare.
Unless you are shooting AT them, I doubt you will get a barrage from the police, especially if you are not active.
