The ideal answer to your question is certainly beyond my pay grade, but I would certainly surmise that institutions already exist, such as Financial Market Utilities, that would be able to oversee, and help states distribute these kinds of monies with little chance of fraud.  The fact that we toss around numbers like Trillions and Billions so casually, especially when it comes down to fraud, that your Econ 101 course is now and has been for a long time, utterly obsolete.
