Most Provisional ballots are cast by voters who show up at the wrong precinct.  A provisional ballot has ALL questions and races on it including many that are not specific to the precinct where the voter is supposed to be voting and most provisional voters vote all races shown on the provisional ballot.  Each ballot is marked with the correct precinct identification so a DUPLICATE ballot can be produced which does not include the votes that do not apply to that precinct.  The duplicates are fed into the vote reader/recorder for counting.  Those poll workers were producing those duplicate ballots...that is not fraud, that is following the law and being sure ALL legally cast votes are counted.  I know most on this forum consider counting the vote fraud but the law does not!
