Cash works without ID.
Assuming he needed ID for his credit card, since it was his local store you would think he would probably be aware of a policy by now and when he left home to walk to the store he decided to just get his credit card out of his wallet to stick in his pocket and just decided to leave the wallet behind already knowing store policy.
I feel sorry for the cashier who told him he could not have it, seeing what we see here I can only imagine his response when he was refused what he wanted.
I can only imagine that his "corn flakes" was probably more like corn licquor for breakfast which would make this whole situation much more believable.
edited - another option I had not considered above was he needed the ID for foodstamps/WIC - which you would think he would also be aware of the need for ID.
