I am not sure even NSA would have the ability to store the contents of all voice calls....typically (or at least with the Integrated Services Digital Network - ISDN) the signaling information and voice are sent on separate channels. For instance, an ISDN Primary Rate Interface trunk consists of one 64 kbps signaling channel (the D, or Delta channel) and 23 B or Bearer channels that actually carry the conversation. It would be relatively simpleand straightforward for NSA to capture the Delta channel only, which would give them all of the metadata they claim to collect....without touching the call contents. Additionally, a typical short conversation would take up around 2-3 megaytes or more of storage space, where the metadata would occupy maybe a few kilobytes. Multiply the call contents' 2-3 meabytes by the millions, if not billions of phone calls every day and you would quickly fill up even the largest data storage facilities.
Bottom line is that none of us know for sure exctly what they are collecting, but I agree that my dealings with NSA would corroborate MAJ USA's assertion that NSA is NOT out to get us, but is after the bad guys. We the people soundly and roundly criticized the intelligence community for not connecting the dots before 9/11, and now it seems "we the people" are roundly criticizing them for taking the measures that would allow them to do just that.
And as a disclaimer, my observtions of the NSA culture, regarding NOT snooping on US citizens unless done to try to get the bad guys, come from association with NSA workers as far back as the mid 1970s when I worked in the five sided funny farm known to most as the Pentagon, and as recently as last yer when we did some sork for an NSA data center located on Fort Gordon, GA. I have no direct knowledge of what they are or are not collecting.
