The builder that I talked with said he had always been under the impression it was 15 ft. for new construction or additions. Obviously there are probably some places that have been around for awhile that are closer.
This is probably an unwritten guideline, but he and other builders that he talked with said they avoid building too close to the water so they will not compromise the view of neighboring houses.

Example: If your place is in a fairly narrow slough and your neighbor on the side towards the big water adds a really large expansion that is basically at waters edge your view from inside will be completely gone.
