I don't remember which search term brought it up. I had to dig pretty deep to find it though. The info specific to the Lake Shore Use Permitting Plan starts on page 27 of the .pdf (referenced as page 4-11 in the actual document). I did skim through the actual application for re-licensing and didn't see this particular document in there. It's still pretty vague - but not anywhere near as vague as the 2 page "general guidelines".

I guess the fact that the APCO shoreline management dude was SO vague about what the exact rules are and the fact that they try to keep the specific details from the public just rubs me the wrong way. The woman from APCO was asked when the plan was drawn up and by whom. Her answer: She had asked just that question of the muckity mucks at APCO and was told it was 20 or 30 years ago by some old guys at the power company. (Why not just tell us Moses wrote it and the tablets are just too darn heavy to cart around but here's the King James Version in a nutshell.) In actuality it was compiled in 2003/2004. The dates of the meetings and the interested parties in attendance can be found at the bottom of the SMP document (appendix A). Moses wasn't there just in case you were wondering.

Movinfr8 mentioned this in his post about the meeting:
"anything that involves rules created in a different era should be updated every 25 years or so to keep with the times and current situation".

According to the Shoreline Management Plan:
"In order for the SMP to be viable in the coming years, APC intends to review this document and the permitting program every six years with continued input from interested parties."

So - The rules weren't written 20 or 30 years ago. They were written 2 or 3 years ago with plans in place for future review with public participation.

APCO was invited to the LMLPA meeting to address the Lakeshore Use Permitting Plan. The fact that they were unable to answer some very basic questions about something that's their full time job makes me wonder why.

You are so right. The vagaries of the "general guidelines" make that a distinct possibility. Give a person a little power and who knows why you'll pay the $250 fee. He didn't like you, he didn't like the team decal on your car, he had a fight with his wife and boom - you're the object of his power trip...The fact that they want you to call before you do ANYTHING (and I do mean anything at all) rang all sorts of bells with me. You know, it's fine to tell me I have to pay $250 before I do something but I should be able to see the actual support document that shows where APCO can charge it for the reason they say without having to hire a freakin' lawyer to find that out.

Sorry.......I'm jumping off the soapbox now.
