Private businesses are established and operated to make a profit...as much profit as legally allowed.  When it becomes possible to make more profit by manufacturing in the USA, it will happen.  Many business decisions have a common influencing factor, government regulation.   President Trump is attempting to make it more favorable (profitable) to manufacture here by eliminating as much regs as possible.  But alas, these are elementary facts and most likely not what you want to hear.
