It would be gouging but jot a violation. They can charge any price they wish in non crisis times. It is there privelidge/right to do so. Just as it would be your right to not buy from them as I am sure nobody would. Now if every station in Alex city got together to do so and they all did, that would be price fixing and would be violations of several statutes. Marinas are fortunate that they serve a somewhat captive audience. They are free to charge what they wish, just as you are free to not purchase it.
The example below about coastal marinas is interesting but I can see why it's so. They have a more year round customer base and probably a closer proximity to their inland competition. I don't know but I suspect the rules may be a little more lax also. I say that because the solution to pollution is dilution and the Atlantic is a bit larger than Lake Martin. Just my opinion, I could be wrong.
