Unless they have changed their policy, Alabama Power requires any backfill used in seawall construction be taken from the lake bed.  Only makes sense to remove silt that builds up over time and eventually reduces water quality.  Give them a call in their Dadeville office.  They have always been very helpful and can answer your question.  Their number is 256-825-0053
