Actually if you do a little research you will find that they have used tires for a long time to create reef systems (both in fresh and saltwater environments). They are composed almost entirely of rubber and carbon and are not a source of contaminants. They also use old tires to make playground materials and so on.

However, I would agree that throwing tires into the lake indiscriminantly is definitely an eyesore. Unless there is some regulation preventing it, there is nothing inherently wrong with using them to create a reef system to attract fish.
