Interesting that the same site had a ANNUAL function as well - so take your apples and oranges and shove them - you want to produce something to back up your claim do it.  Put up or shut up as you love to say.  You want to prove all the crap you post - give us a link, share a picture anything.  You never do, wonder why, well most of us know why.

Now below image, same website shows annual fuel costs - what is that stuff below the horizontal red line that the green line is point to.  Two vertical lines - red should be close to 2001 purple 2016 ( your Oblamer lowest annual cost in 21st century.  )

Quick little google about your claim and found the above, it is amazing how you could recall such a fine detail of 2.14 per gallon in 2016 and tell us which president it was from and had committed that little nugget to memory, but you got the facts wrong yet again. Now had you said since 2004(ignoring the lost costs during the first several years of the Bush administration, you might have a leg to stand on - but you decided to change it to the 21st century and sorry but that is a lie, yet again or at best manipulation of your dataset which is where liars do their best work.  And you continue to claim apples and oranges when you know your facts are manipulated, do not even offer up where you got your wisdom - just that anyone but you has to be wrong, Lord knows the great Antifatech could never be wrong about anything ( well at least in your own mind ).
